When something happened “in the 11th hour”, it means that it happened at the very last minute, basically at the last possible moment. It also has a positive association – it usually means that something good happened at the last moment possible. If you are familiar with the phrase “in the nick of time” it is very similar to saying “in the 11th hour”.
